Nowadays, the ‘Circular Economy’ (CE) is a modern topic that benefits business, society, and the environment. So far, the application of the CE has been restricted to certain areas that do not include the field of Information System development. From this point of view, the ‘community source’ model can be considered as an area to investigate the practices of the CE in Information System development. The community source model is a new model in software development that is intermediate between two well-known models (closed and open source systems). The practices of the CE found in projects that follow the community source model is then a potential area of scientific interest. A project was launched to comprehensively analyse this phenomenon. This paper presents the results of the preliminary study to initially explore the CE practices in community source projects. During the fieldwork, community source projects in EU countries were surveyed. The preliminary study concluded that practices such as recycling and resource-sharing are those that can arguably be found in these projects. As a term, a new kind of material has emerged, ‘soft material’ along with the typical kinds of material previously identified in the CE, namely biological and technical materials. The CD-ERP model describes an approach to the collaborative development (CD) of information systems based on the framework of an Enterprise Resource Planning (ERP) system. This approach is proposed to solve the problem of IS development in Libyan Higher Education (LHE). This paper presents an assessment of IS performance at three Libyan Universities. The findings from these cases are analysed and discussed on the basis of selected models. This analysis indicates that the level of both the ISs implemented in LHE and the capability for in-house system development is low. arabic 20 English 119

إن التطورات التي حدثت في العقود الأخيرة، جعلت من الحكومة الإلكترونية أمراً لا بد منه سواء للدول المتقدمة أو النامية، الأمر الذي يُحتم علىها وضع استراتيجيات معينة للدخول في مجال الحكومة الالكترونية، ولتوضيح مشروع الحكومة الإلكترونية بشكل أكبر، تعرّض هذا البحث لماهية الحكومة الالكترونية، وأهم المراحل التي يمر بها هذا المشروع، بالإضافة إلى التعرف على استراتيجيات التحول الناجح للحكومة الالكترونية، كما تضمن عرضاً لبعض التجارب العربية والتركيز على تقييم تجربة ليبيا فى الحكومة الالكترونية وأهم المعوقات والتحديات التي واجهتها . حيث تمّ الاعتماد في هذا البحث على استخدام المنهج الوصفي، من خلال الرجوع لأدبيات موضوع البحث من كتب ومراجع ومصادر علمية متخصصة، حيث توصل البحث إلى أن تطبيق الحكومة الالكترونية يتطلب إرادة سياسية ودعم مقوماتها من بنية تحتية وسن تشريعات تتوافق مع بيئة العمل الالكتروني، كذلك التوجه التدريجي في عملية الاحلال بين النمط الالكتروني والتقليدي يساهم في نجاحه، إضافةً إلى ضرورة إقحام مؤسسات القطاع الخاص والجهات المعنية بتقديم خدماتها عبر البوّابات الالكترونية بالمشاركة في صياغة إستراتيجات الحكومة الالكترونية . arabic 98 English 0
